{"id":49314,"date":"2025-11-19T11:19:39","date_gmt":"2025-11-19T11:19:39","guid":{"rendered":"https:\/\/www.archtam.com\/projects\/building-climate-resilience-across-irelands-transport-network\/"},"modified":"2025-11-21T05:51:41","modified_gmt":"2025-11-21T10:51:41","slug":"building-climate-resilience-across-irelands-transport-network","status":"publish","type":"project","link":"https:\/\/www.archtam.com\/projects\/building-climate-resilience-across-irelands-transport-network\/","title":{"rendered":"Building climate resilience across Ireland\u2019s transport network\u00a0"},"content":{"rendered":"\n<div class=\"aecom-custom-block block-intro-text\" style=\"margin-top: 0px; margin-bottom: 40px\">\n    <p class=\"editor-emphasized\">\n        Explore how Ireland\u2019s updated Transport Sectoral Adaptation Plan is helping protect critical infrastructure from the impacts of climate change.     <\/p>\n<\/div>\n\n\n<p>When Storm Amy struck Ireland in October 2025, it left&nbsp;some&nbsp;<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cre54q28wrro\" target=\"_blank\" rel=\"noreferrer noopener\">184,000&nbsp;properties in the Republic&nbsp;without power<\/a>&nbsp;and brought transport services to a standstill.&nbsp;&nbsp;<\/p>\n\n\n\n<p>As the first named storm of the 2025-26 season,&nbsp;it underscored a growing reality: extreme weather is becoming more frequent, more&nbsp;damaging&nbsp;and more disruptive.&nbsp;<\/p>\n\n\n\n<p>Vital to the mobility of Ireland\u2019s five million residents, the transport sector&nbsp;now faces&nbsp;increasing pressure to adapt to the impacts of climate change.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Against this backdrop, we worked with the&nbsp;<a href=\"https:\/\/www.gov.ie\/en\/department-of-transport\/\" target=\"_blank\" rel=\"noreferrer noopener\">Department of Transport<\/a>&nbsp;to update its&nbsp;<a href=\"https:\/\/www.gov.ie\/en\/department-of-transport\/publications\/transport-sectoral-adaptation-plan-t-sap-ii-implementation-and-governance\/\" target=\"_blank\" rel=\"noreferrer noopener\">Transport Climate Change Sectoral Adaptation Plan<\/a>&nbsp;for 2025-2030. This 5-year strategy sets out how the entire transport sector can adapt to climate risks, protect critical services, and strengthen national resilience.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What is Ireland\u2019s Transport Climate Change Sectoral Adaptation Plan \u2013 and why does it matter?<\/strong>\u00a0<\/h2>\n\n\n\n<p>The Transport Climate Change Sectoral Adaptation Plan (T-SAP II) is Ireland\u2019s statutory plan for adapting the national transport system to the impacts of climate change.&nbsp;<\/p>\n\n\n\n<p>Developed in line with the&nbsp;<a href=\"https:\/\/www.gov.ie\/en\/department-of-climate-energy-and-the-environment\/publications\/national-adaptation-framework-naf\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Adaptation Framework (NAF)<\/a>&nbsp;and&nbsp;the&nbsp;<a href=\"https:\/\/www.climateireland.ie\/impact-on-ireland\/national-climate-change-risk-assessment\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Climate Change Risk Assessment (NCCRA)<\/a>, the plan addresses growing risks such as flooding, coastal erosion, heat-related&nbsp;impacts&nbsp;and more frequent extreme weather.&nbsp;<\/p>\n\n\n\n<p>Spanning all modes of transport \u2013\u00a0from\u00a0roads,\u00a0active travel,\u00a0public transport,\u00a0to\u00a0aviation and maritime \u2013T-SAP II\u00a0identifies\u00a0the sector\u2019s\u00a0key\u00a0climate vulnerabilities\u00a0and sets out\u00a040\u00a0targeted actions to reduce disruption, safeguard infrastructure and protect vital transport services.\u00a0<\/p>\n\n\n\n<p>As part of a&nbsp;broader&nbsp;government efforts to develop tailored climate adaptation action plans across all key sectors,&nbsp;the plan helps embed climate resilience into policy, planning and investment, supporting the long-term wellbeing of Ireland\u2019s environment,&nbsp;society&nbsp;and economy.&nbsp;<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"aecom-custom-block client-quote-block\" style=\"margin-top: 0px; margin-bottom: 40px\">\n    <p class=\"client-quote-text\" style=\"margin-top: 30px\";>\n        T-SAP II plays a crucial role in Ireland\u2019s national response to climate change, providing a clear and coordinated plan to help the transport sector prepare for more frequent and extreme weather events, as well as more gradual impacts of climate change.\u00a0    <\/p>\n    <p class=\"client-quote-author\">\n            <\/p>\n    <p class=\"client-quote-title\">\n            <\/p>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\"><strong>Shaping the development of T-SAP II<\/strong>&nbsp;<\/h2>\n\n\n\n<p>To inform and deliver the updated plan, the Department of Transport drew on technical support across all key stages of development. This included the integration of climate science, stakeholder&nbsp;input&nbsp;and national policy alignment to ensure that T-SAP II was both evidence-based and practical.&nbsp;<\/p>\n\n\n\n<p>The&nbsp;work included:&nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Climate impact screening and prioritisation<\/strong>\u00a0<br>The\u00a0first step was to review\u00a0available literature and data to understand how climate change\u00a0is\u00a0already\u00a0impacting\u00a0Ireland\u2019s transport system \u2013 including roads\u00a0and active travel,\u00a0public\u00a0transport,\u00a0ports\u00a0and airports. This involved looking at how\u00a0different types\u00a0of extreme weather \u2013 like floods,\u00a0storms\u00a0and heatwaves \u2013 might\u00a0impact\u00a0each part of the network, how vulnerable\u00a0the\u00a0network is, how well\u00a0it\u00a0can cope, and what the wider consequences could be.\u00a0The team\u00a0also rated each part of the system based on how important it is nationally. For example, while damage to a local cycle route may be inconvenient, it\u00a0wouldn\u2019t\u00a0have the same impact as a disruption at a\u00a0port\u00a0of national significance.\u00a0<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Stakeholder engagement workshops<\/strong>&nbsp;<br>Four in-person workshops&nbsp;were&nbsp;delivered&nbsp;with key stakeholders from across the transport sector. These sessions gave participants the opportunity to review and help confirm our assessment of&nbsp;priority&nbsp;climate risks, share local knowledge, and highlight any gaps or concerns.&nbsp;&nbsp;Together,&nbsp;the team&nbsp;explored potential synergies and conflicts, co-developed practical adaptation actions, and helped build shared understanding and momentum for implementation.&nbsp;These sessions also supported knowledge transfer, buy-in and capacity-building within the transport sector.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Public consultation<\/strong>&nbsp;<br>To support transparency and public input,&nbsp;a public consultation&nbsp;was carried out&nbsp;on the draft T-SAP II. Alongside the draft plan,&nbsp;accessible visual and video content&nbsp;was created&nbsp;to help communicate key messages.&nbsp;The consultation website&nbsp;was also optimised&nbsp;for GDPR&nbsp;(General Data Protection Regulation)&nbsp;compliance and real-time analytics.
