{"id":50913,"date":"2026-03-16T14:53:14","date_gmt":"2026-03-16T14:53:14","guid":{"rendered":"https:\/\/www.archtam.com\/projects\/great-lakes-water-authority-business-transformation\/"},"modified":"2026-03-16T17:11:55","modified_gmt":"2026-03-16T21:11:55","slug":"great-lakes-water-authority-business-transformation","status":"publish","type":"project","link":"https:\/\/www.archtam.com\/projects\/great-lakes-water-authority-business-transformation\/","title":{"rendered":"Great Lakes Water Authority Business Transformation"},"content":{"rendered":"\n<div class=\"aecom-custom-block block-intro-text\" style=\"margin-top: 0px; margin-bottom: 40px\">\n    <p class=\"editor-emphasized\">\n        Great Lakes Water Authority\u2019s goal of tripling its capacity to deliver capital improvement projects led Strategy+ to craft and implement a strategic plan approach that facilitated change in organizational capabilities while ensuring employee buy-in.    <\/p>\n<\/div>\n\n\n<p>In support of Great Lakes Water Authority\u2019s objective to be a \u201cBest in Class\u201d utility provider, we were engaged to assess, plan and establish organizational capabilities that could deliver $3.4B in capital improvements over 10 years. We were appointed to consider:<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Organizational Restructuring<\/h2>\n\n\n\n<p>Assess capabilities and governance and create a strategic plan that recommended a new organization structure along with new roles, skills, hiring and training for management and operations including responsibilities and reporting relationships.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Business Processes<\/h2>\n\n\n\n<p>Evaluate existing business operations, project delivery models and CIP business processes and recommend improvements to increase efficiency and effectiveness.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Roles Development Plan<\/h2>\n\n\n\n<p>Use competency-based research techniques, assess resources and the required skillsets necessary to deliver the CIP. Create and implement a training and recruitment plan to build Great Lakes Water Authority\u2019s project delivery capacity.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Change Management and Communications<\/h2>\n\n\n\n<p>Create and implement an employee communications strategy from c-suite to grass roots to articulate and deliver organizational strengthening initiatives. Monitor uptake of new roles, processes and tools. Advise on and implement course corrections to the strategic plan.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Technology Systems<\/h2>\n\n\n\n<p>Identify and implement a Program Management Information System to improve process efficiency and quality of project control systems and reporting.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Systems and Standards<\/h2>\n\n\n\n<p>Create and implement a Program Management Plan and Standard Operating Procedures to serve as a living reference guide to program policies and procedures.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Imp<\/strong>lementation Support<\/h2>\n\n\n\n<p>Develop an implementation roadmap, consisting of organizational, financial, workforce development initiatives and provide implementation support over three years.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Immediate Staff Augmentation<\/h2>\n\n\n\n<p>Increase Great Lakes Water Authority\u2019s capacity in the short-term by integrating ArchTam employees with Great Lakes Water Authority (GLWA) employees to act as an extension of GLWA CIP and business office staff.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Our Approach<\/h2>\n\n\n\n<p>Establishing a new strategic plan and implementing through a new project management office (PMO) while transforming operating and delivery models, business processes, PMIS, and resource capacity was a significant change to manage with GLWA\u2019s existing staff.<\/p>\n\n\n\n<p>Our Strategy+ team used a holistic delivery framework to facilitate the change journey for GLWA employees.
