Kampung dwellers can be the worst affected by flooding because their infrastructure is of low quality and is frequently located near, or sometimes on stilts in, rivers. They have their own informal adaptation strategies partly facilitated through the work of the formal organisations like the neighbourhood-level Rukun Tetangga (RTs), and community level, Rukun Warga (RWs), and partly through informal networks and coping strategies devised by people living in physically close proximity. Thus there is a role for their infrastructure to support these networks.
